The Brazilian Center for Research in Energy and Materials (Centro Nacional de Pesquisa em Energia e Materiais) is constructing Orion, a BSL-4 laboratory complex in Campinas. Enabling the detection, study, and mitigation of pathogens and infectious disease agents, the USD185 million project will reinforce national sovereignty in response to current and future health crises and promote collaboration with the global scientific community. The 325,000-sf development will be Latin America’s first maximum biocontainment facility, as well as the first BSL-4 environment in the world to be connected to a particle accelerator, the 68,000-sf Sirius synchrotron. This strategic collocation will leverage the capabilities of Sirius to reveal the intricate details of atomic structures, accelerating the creation of novel diagnostic methods, vaccines, and treatments.

Orion will also house BSL-2 and BSL-3 spaces, laboratories for basic research, analytical suites, and a sample library. Sophisticated imaging venues will support advanced microscopy, high-resolution mass spectrometry, X-ray holotomography, and both low- and high-energy X-ray computed tomography. Areas for cell culture experimentation and semi-automated bioassays will enable preclinical trials in the onsite animal research facility. Robust air and effluent decontamination systems will be precisely engineered to protect the wellbeing of building occupants and the greater community. A simulated BSL-3/BSL-4 training lab will prepare skilled professionals to work safely and effectively in high-containment settings.

World BioHazTech performed feasibility, risk assessment, benchmarking, and conceptual design services for the project, as well as providing operational guidance for BSL-4 facility management. Project manager Turner & Townsend is overseeing cost estimation, commercial engagement, procurement, and supply chain activities. Ground was broken in July of 2024 and completion is expected in 2028.
